u could on my mobo not as i could imagine a situation i would want to.. each to his own thow.. i have max and min setting.. max wants to be high-ish or way above your idle temps..
min wants to be noticeably lower than max.. its having them too close together that causes the constantly changing fan speeds..
if u really want it going going flat out all the time.. set the max very low at the idle temp.. .. and the min the same.. anyways u should have the idea... he he
