Sounds like some sort of government official, doesn't it? No, it's actually a customized version of GPU-Z for NVIDIA cards only. The customized bit lets you set clocks and fan speeds and it's available from Guru3D.

using this to add AA flags and other hidden driver settings, kinda like rivatuner back in the day.

That's the boring part. The most useful feature is the in depth driver settings. Wish nvidia would just integrate it into the control panel in some sort of advanced mode.

there is also an FXAA setting inside the driver, afaik Framelimit is also added now, haven't checked tho.

Yeah, and maybe we can share some AA flags for games that don't normally support AA. Dweller of Guru3D as well and i remember back then that folks are sharing some info on the hidden driver settings, most specially AA flags and SLI flags/profiles.
