Windows 2000 with an antivirus that supports it. Avira for example.

I usually just use Ubuntu on older machines where Windows is slow or I don't want to waste a license. It is very easy to use and has a software/app center as well.

For Windows, Windows 2000 or below run great. XP isn't always great due to the amount of RAM needed.

I don't think Ubuntu would like that system much. Needs at least 512MB RAM and a fairly recent GPU.

No Ubuntu. I'm not even sure the GUI will launch on a too old GPU.

My vote goes for Xubuntu or Gentoo.

EDIT:

What? System requirements:

1 GHz CPU (x86 processor (Pentium 4 or better))
1 GiB RAM (system memory)
15 GB of hard-drive space (or USB stick, memory card or external drive but see LiveCD for an alternative approach)
800 by 600 screen resolution

What video card? If just on board then you will indeed struggle with smooth Flash vids with that CPU.

All of them exceed 256MB anyway. If you have a source that say otherwise I'll retract my statement.

I set up a PIII running on Win98 2 years ago. The only pain is to set up the drivers for USB because Win98 doesn't recognize USB dongles at all, natively.

I still think it would be easiest to just install something lighter to begin with. Like Xubuntu or Gentoo.

Mine didn't. Probably the version wasn't SE. I'd need to check because it's been some time since I powered up that pc.

But anyway I think Win98 would be ideal for the OP's uses.

Yeah, win98se would work nice and fast on that. A friend found an old laptop with a p1 and 64mbs ram.. even puppy linux wouldn't run on it, not enough ram. So I slapped on win98se and works great. And yes, you need to install nusb33e.exe in order for it to see modern flash drives ect. Also if you apply the latest kernelx-4.5.2, you will be able to run the latest version of firefox and flash as well. To get it up to date, just install sesp30-b4 (unofficial sp3 for se) http://www.htasoft.com/w98se_post_usp4.php found at the first link at top of page. Have fun!
