Go play some game for 10 or 15 minutes. Whatever. The more data you have the better. Remember to try to turn on GPU monitoring in the Options window.
Version 4.10 puts the log files in a separate folder called Logs within the ThrottleStop folder. |

Should I press the "Turn On" button? Or just run it in "Monitor Only" mode?

I would just start by doing some monitoring in Monitor Only mode. Get some basic numbers so you can see if there is a CPU throttling problem or not.

The good news is that your CPU is working just fine. Turbo Boost is working correctly and there are no signs of any clock modulation throttling during your testing.
The next thing to do would be to run GPU-Z and do another log file to make sure your GPU is running at full speed while gaming. The core temperature of both your CPU and GPU are fine so maybe there is something else going on. If your GPU runs at full speed while gaming then it might be driver related or your in game graphic settings are beyond what your GPU is capable of. |

The only problem is your GPU is running at 725 MHz when the default GPU core speed should be 800 MHz. That's not a huge difference.

You might want to check the manufacturer's site to see if there have been any bios updates for your GPU. You shouldn't have to edit your own bios just to run at the default speed.

Well the BIOS I am running is a rom that a friend gave me and he has the exact same GPU I have. But now I just want to find the default BIOS for my GPU but I have no idea where to find it.

Put a load like Furmark on the GPU and see if it clocks up to the proper speeds. If not, uninstall and reinstall drivers. If that doesnt work, update/rollback drivers.

Okay I will see if that puts the clocks to their proper speeds. But I have alreayd tried everything I can do with drivers.

His log file shows the GPU at over 95% load. The problem is the bios. RBE shows the 725 / 1250 clocks that it is using.

If its the same one, sure. Otherwise, I wouldnt chance it. If you brick the card, you cant RMA it. That said, since this is apparently wrong, just RMA the card.

I fixed the 725 Mhz problem by flashing the BIOS and reinstalling the drivers, but I am still getting poor performance! I have no idea why but I really am!

Why? The card works OK now that it has been flashed with the proper bios.
His CPU and GPU are running OK so the problem is either his hard drive or some software that has been installed on his system. |

He needs to elaborate on 'poor performance'.
Can you run some benchmarks like 3dmark 11, or 3dmark vantage... and explain what you think is poor performance... |

IDK but a friend of mine ha d card problem 3 days ago brought it to the store and got it replaced 4 hours later, and the replaced one was better, but well anyone else got solution for him?
it may be drivers or whatnot or you got a defective card in some way, or your mobo, or maybe your psu is too old and it's not supplying the right power, or lol >.<. anyways can you run some benchies and show us some poor performance results and see what tpu has to offer.
