Area and Perimeter Program

Is there a windows program that can scan an image and give the area and perimeter of the object of choice in the picture?

How could it possibly do that without knowing the scale of the image? (unless you want it in pixels or something)

I can give it a scale ( the pictures have a scale on them which i could measure and imput into it?) pixels can work too since I can convert that I guess using the scale?
