Looking for someone to help me fix up some damaged scanned pictures

Is anyone willing to help me fix up some old pictures? My old man and I went back to his roots in China last summer and we brought home about 10 pictures from his youth, most of which were ruined by natural wear and tear. I'm willing to pay a small amount if that's what it comes to since this stuff has immense sentimental value. Here's a picture for reference:

I was actually contacted by someone else and he's working one a sample so I can judge whether or not I want him to do the rest. I'll get back to you.

Probably the 70s ^^ I'm just shy of 20 and my father is in his late 50s.

It looks almost like newspaper. Newspaper (and ink) degrades relatively fast if it isn't stored in at optimal temp and humidity.
