Issues loading Windows 7/Catalyst Settings

When my computer boots, it boots into Windows 7 but at a black screen with my mouse that I can move around. If I do ctrl+shift+esc to open up the process manager, it sometimes starts up my desktop wallpaper/icons/taskbar and you hear the windows intro noise, but other times it will sit at a black screen with a non-loading mouse icon for minutes until it randomly starts the OS.

I recently re-formatted my hard drive clean but I'm still seeing this issue.


Also, whenever I do get into my OS I've noticed that my catalyst scaling options are not saving. I have to adjust the scaling to the max to get full resolution. When I boot up it's as if the scaling is set to the lowest value, but if you go into CCC and check, the scaling slider is all the way to the right.. so I have to drag it back and fourth and it recognizes it and puts it at full resolution.



It's kind of annoying to have to do this every time, I don't know why it's not saving my scaling when I reboot.

If anybody has seen this I'd appreciate some help! I'm at a loss.
