You either have been ripped off and sold a dud card or someones fucked around with the BIOS.

Run some benches to see how it performs.

And post a picture of the card?

Any toaster is better than none. Contact the seller and ask has he tampered with the bios on the card.

run 3dmark vantage or 3dmark 11 at default settings and post screenshot back you could also upload you gpu bios to have a look at.
