System Specs

You either have been ripped off and sold a dud card or someones fucked around with the BIOS.

Run some benches to see how it performs.

And post a picture of the card?

run 3dmark vantage or 3dmark 11 at default settings and post screenshot back you could also upload you gpu bios to have a look at.
