Momentarily blurry video playback
I have noticed several movies/videos tend to be blurry one moment, then clear the next.
For example you're looking at a man's face. While he's speaking and the film is playing, it loses focus, then comes back in, then goes back out. This is not a very fast or pulsating rhythmic effect, rather it's a bit random. I see this often with .wmv code type *avi or *mpg/mp type files. Any idea what causes this?

Its whatever was used to compress and render the video. Mpeg does this cause It borrows frames from the previous frame until it is been replaced with new frames
Example

Appreciate the reply.
Are there any tell-tale signs or things to avoid when choosing one video version over the next? I'm watching another, it's in the same codec I think, but compressed by a different person and has the same problem.

If this is a "downloaded" video then its more than likely been compressed from a DVD or Bluray. Only RAW video would be uncompressed.

Correct, but this not happen on all videos that are not in native /raw format correct?
I saved a Youtube video of something and it was hard to notice any of this blurring effect. Surely the Youtube video was not in raw format?

It's not likely something I can ever avoid I suppose, unless I know for a fact something is raw. Hopefully when I start doing my own compression I use the right methods.
