Which of these two versions of SAPPHIRE Radeon HD 7870 is better?

I'm not exactly sure the difference between the two, besides that one has two DVI ports and the other has one DVI port.

Which one would you buy?

Or do you have another suggestion for the price range of about $250 or less?

To answer your question they are more or less the same card with different display outputs.

I would get this one

GIGABYTE GV-R787OC-2GD Radeon HD 7870 GHz Edition ...

Cheaper card.

That's the differentiating feature of the Flex edition cards (4-way display out of a single card). Apart from that they are exactly the same, get the cheaper one.

But I will eventually be hooking up probably up to three screens. None have a displayport input, only dvi/vga/hdmi inputs (on the monitor). Considering this, do you still suggest to the the cheaper one?

You notice that all 7870 are Ghz editions which are clocked at 1000Mhz already?
So that is just a mere 50Mhz OC on the Sapphire
On top of that the Gigabyte is clocked at 1100Mhz.
