Really? I would have figured it would be underground or bigger than that. Was just curious really. Saw someone working on it and since ive always wondered what it was. Thought id ask.

It is hard to tell from that picture. It should have markings on it, it could be a marker for underground electric, gas, sewer, or water.

Top looks more like a vent cap or cover than an access panel, so my guess is maybe an above ground (due to a snowy climate) fill pipe for heating oil maybe. Don't know where that is, but the NE part of the US gets a fair bit of snow and still has oil heated homes. If she doesn't know what it is, it could still be that, but just not used anymore due to a previous home owner having converted to something else. What kind of heat does she have now?

The top does have a lid in it and ut does come off. I noticed that he took this plastic like stuff off of it after he tiok the cap off.

I have a shorter/thicker one right in my backyard myself. They installed it when I got Broadband. One house on the block has to be the place to have it, whatever it is.
I also have a medium sized metal box looking thing with stickers saying high voltage. Just part of the grid I assume. I remember digging near there when I was a kid. hmmm... probably wasn't wise on my part. The two objects are also quite near each other.
