This is one of the most ridiculous reason for retuning a graphics card.
It is functioning all within spec.
People are just obsessed with arbitrary numbers these days.
Without truly knowing what the ASIC quality really stands for, and we don't even know if it means the same for AMD and nVidia.
FYI, my cheap ass PowerColor 7970 is 76.1%.

Even now reference cards OCs fine, just that the reference coolers are noisy when OCed.
