Monitor Displays White Line when refreshing

I have a Dell Monitor (see my specs for more detail), whenever i refresh the desktop there are some white forming lines appearing on my desktop. I already have the latest drivers installed. My Monitor works fine otherwise like i had it connect to my ps3 which was free of issues.

Could it be a faulty Card?

Here is the video i record through my handset:

I can't tell for sure by the video, but it might be a refresh rate issue. Are you using an analog connection to the monitor? like a VGA cable?

Sometimes, having the graphics card highly overclocked can also be the cause. Check it. Might be a graphics card problem otherwise.

I doubt. How can refreshing be a problem with the PSU??
Download Furmark and see if the graphics card runs stable. If it does, then you may have some unwanted or conflicting softwares which are causing the problem perhaps.
