I think I fried my 9800PRO

I think my 9800 PRO is fried, and it most probably is. Flashed to an XT, I tried pencil modding it and well, things didnt go as well as planned. First my mistake with the mutimeter in which i placed the positive lead between 2 pins causing my system to shut off, which gave me a scare ( the spark looked cool though ), and then after getting 1.79 voltage, i realized that i was getting ALOT of artifacts in ATI Tool. Everything didnt go bad until I flipped the switch on my VGA Silencer from High to Low, and then my system shut off and nothing was displaying. I check the voltage and it read 0.125. wtf? anyways, I really think I busted my card this time. Any suggestions? What's the best graphics card I could buy for under $100?

You could always try Ebay or look in the for sale/trade section of forums.
