HELP CPU Running So Slow!!! Please!!!

OK, guys and gals. I have looked everywhere on how to fix this problem tried mostly everything and no luck. I am stuck. Hope you guys can help. Here the deal...

I have an Dell Inspiron E1405 with an Intel Core Duo T2050 @ 1.6Ghz but...

CPU: Running@ 798.1Mhz
Multipler : x6
Bus Speed: 133Mhz
FSB: 533Mhz

So I know its running slow because is all that I have checked...
-Closed all start up programs that were unnecessary.
-I know about Speed Step, went into BIOS disabled that and checked it.
-Changed the Power setting to Max Performance.
-I run the laptop on the AC adapter. (not the battery)
-Changed the RAM around.
-Check the HDD, installed new one. (not the problem)
-Checked SI Sandra, it states that the “CPU FSB speed higher the rated FSB! Reduce FSB speed.” and under the mobo setting ..

“FSB exceeds Chipset rated speed. Reduce FSB.”
“Memory bus speed exceeds Chipset rated speed. Reduce FSB/memory multiplier.”
“Memory bus speed exceeds memory rated speed. Reduce memory speed.”


Oh and also the memory is running at 266Mhz but my mobo supprorts 667Mhz.
Can that be the problem. Also why would the memory be running that slow?

The memory I have installed is: Kingston Hyper X Performance pc2 5300
The motherboard is: Intel i945GM

The only difference from the memory crucial suggests and I got is the CL. I got CL 4 and the Crucial one is CL 5. I know its a long post but I wanted to give out as much info as possible.
One other thing about the FSB and speed wow do I do that???? I think it might be something to do with BIOS but my BIOS setting have nothing on FSB!!!

Any other ideas would be great thanks a bunch!!

X6 still sounds like the low multi if it's like a PC Core2 then it's still idling. There's TM, Speedstep and EIST to disable. Get a CPU stress test like OCCT (http://downloads.guru3d.com/OCCT-(Ov...load-1880.html) and then CPU-z (http://www.cpuid.com/cpuz.php) and watch what the CPU clocks do. I have a feeling they'll increase once under a true load, but if that CPU didn't come with that Dell, maybe there's some limitations to how fast it will run in that rig.

The OCCT test runs idle for the first 60 seconds then brings on the test, just do the basic 1hour CPU test, you can cancel anytime, as we just want to see your clocks jump up to 1.6Ghz which I believe they will. Really low idle clocks hurts nothing, if it's like that when gaming or loading something that needs more power then that's when there's really an issue. I believe the CPU is still in power-saving idle mode, which I leave all enabled on my OC'd rig, idles at 2.4, more than enough for what it does with idle clocks. Also don't take all SiSandra has to offer with seriousness...I haven't used that program in years, if you want something better, Everest is it imo. Hope that helps and welcome to TPU!

Thanks for replying... I am having a hard time fixing this issue.
Ok, so I downloaded the OCCT and CPU-Z.
Ran it for about 30min. The CPU Frequency on it still said running at 798.0Mhz no jump... There is on thing I noticed that in the Overclock section it says -50.1% ????

Just to clear things up. This is the original CPU from Dell. Also about the overclock section... How this is get changed?? My BIOS doesn't support and OC. Let alone changes any features.

Any ideas will be helpful. I was thinking of getting another compatible CPU but I don't think that would fix the issue??? Could it be the CL 4 memory I have installed???

Also when looking at the graph displayed by OCCT my CPU temp hits 95c. Is that high??
I also just recently took out the CPU and put new thermal paste. The fan is spinning. Could it be heath-sink?? How do I check it the heath-sink is bad??

I would assume its some kind of throttling due the high temps...?

It could be due the dust built-up...

If its your heat sink, the idle temps might be high.

on some laptops, disabling C1E and speedstep actually locks the processor to its LOWEST state, not its highest.

make sure the power settings in windows are set to "always on" and in vista/7, set CPU minimum state to 100%.

The memory is showing true speeds, not DDR. so that means its running at 533Mhz. That is not your problem.

The previous posts gave you some good info. Check for dust and feel that the air is blowing out the exhaust port.

95c is warm, however you said OCCT; were you testing at that time or was that at idle? Idle temp would be to high, but at stress of cpu it is close to normal.

That CPU you have has a bus speed of 533, so unless you find something to oc it(software or modified bios) it will run with a bus of 533. You can change the processor and change the bus speed. All the bus speeds seem correct, I don't believe you have anyway to set the rams ratio with the bios of that laptop, so you are sorta stuck with it( unless you can find a software solution ). Make sure you have the latest bios for that model.

Now, your multi should be 12x, at full speed. run prime95 and cpu-z and realtemp. while Prime95 is running the torture test; watch cpu-z and realtemp, see what the multi is(should go to 12) and temps may hit 95c or so. If your multi does not change, you might want to re-set the bios to defaults and/or run dell diagnostics( press f12 at boot) to see if it detects any problems.

For processors without integrated heat spreaders such as mobile processors, the thermal specification is referred to as the junction temperature (Tj). The maximum junction temperature is defined by an activation of the processor Intel Thermal Monitor. The Intel Thermal Monitor’s automatic mode is used to indicate that the maximum TJ has been reached.

that's must be energy saving mode, try to run prime95 and see if CPU Frequency changed to maximum.

Thanks for all the suggestions, there is no dust, and yes there is air coming out of the exhaust port. The idle temp is 45c, is that high?? Which according to Bundy would be the heat sink.

All the power setting are on high, better performance. One more thing about the memory. It is running at 533Mhz BUT it is 667Mhz memory. Why isn't it running at that speed?
The FSBRAM ration on CPU-Z says 1:2. Don't really know what that means??

I ran Prime95, Cpuz and Real Temp. The multi stays at 6. It doesn't change. The CPU ran around 798.1Mhz but the CPU was at 100%. I ran Dell Diagnostics and everything came back fine. I do have the latest's BIOS A10. How would I go about resetting the BIOS to defaults. If that is just the option in the BIOS. Did that. If it is to clear BIOS to factory version. I assume is take the little battery out of CMOS?? I did that too...

Ok, one more thing that I forgot to mention, I don't know if it makes a difference but The battery I have for the laptop is completely drained = dead. I run the laptop of the AC adapter. Could that be it??? But it shouldn't because the AC should supply the power right??
Correct me if I am wrong here.

Another thing, I started the computer and a prompt came up that said I needed a 65W adapter. In order for my computer to run at high performance therefore it might not be running at its top performance. But the AC adapter I am using is the one I got through Dell when I purchased the laptop. I checked it online and it stated it was a 65W adapter. Unless the adapter might be busted.

I had a Dell OEM Brick I broke accidently (well the connector) bought a dell compatible which was some cheapie and it burnt up) I ordered a Dell OEM from Parts People and got what I Paid for, a Brick that doesnt have a melt down and it's Dell OEM.
