Mac power issue

Hey guys I have a strange problem here.

Got a call to fix a mac that won't turn on, you hit the power button and nothing happens so I switched out the psu (this is a G5) plugged it back in and it still didn't turn on. Come to find out the monitor doesn't even turn on either. Every things plugged in and tried different wall outlets. I am lost here, when the tower didn't turn on my first thought was the logic board but if the monitor doesn't turn on; is it that maybe there was a power surge and it friend the computer and the monitor?

Any ideas how to fix this mac?
