Sapphire 5850 reference design?

Hello friends I have a quick question. This is the 5850 card I purchased. After reading some threads that mention reference and none reference designs, I am curious is this 5850 a reference design? would I be able to over volt if i so choose? Thank you for you time and input.

this is the none reference card, you can see it by the cooler - the fan is on the middle of the card

wow they only got 3 SAPPHIRE in stock out of all those cards and thats the lowest the other 2 are 360, 440
