I have a 9600GSO and i get about 75 fps while playing mw2, is that good or bad?

its good, but it depends on what kind of monitor you have and what settings you are running i guess.

the monitor i have is a CRT Compaq 7550 and i run it on all high setting and my reslution is 1280x1024

well i mean it is a CRT so its not the best screen out there... but yeah i guess its good for your computer and screen.
