Low FPS - Real Warfare 1242

So I've just started playing real warfare 1242 and I'm getting lower frame rates,

For anyone who doesn't know the game it is a RTS where you control hundreds/thousands of solidiers (medievil) problem is I am getting round 30fps avg however if I zoom in close enough and they're a lot of soldiers (300/400 on screen) it can drop into 10/12fps

This doesn't seem to affect the game itself, no lag, animation seems smooth enough, but here is the kicker, my graphics card only uses around 30/40% power at most. heck it barely got warm,

Is this just normal because of the game or is something with my system playing up? Most other games seem fine (Crysis Warhead on gamer setting at 2048/1152 runs 40/50fps nicely
