Question about Sapphire Cards

Is it OKAY to manually set my FAN SPEED to 80% or higher?

It is required if I want to OVERCLOCK really high and still be stable.

I've also left the side panel open on my case. I noticed a fairly big difference in temps.
My temps have gone down by at least 3c (and up to 5c) and sometimes more when case is open.
