I understand that server stuff does not need to look fancy, but what is with the old school green PCB for your average Joe?

they probably paid the designer guy less, for not deciding the color of the PCB

and maybe the dye used is cheap in this case.

All of Tyan's motherboards are the standard green color. They make server components and servers are all about getting the job done, not about looks.

Seems limited for a server board. You would think it would have more sata ports or card expansion slots.

Why not use a high quality PC board? The price they charge for these do not seen to be worth it.

indeed, why does it has no VRM heatsink, and so few sata ports? and that for such a price... seems strange to me...

It has 2 x 10/100/1000 ports and a Nuvoton 5577D monitoring chip. Newegg only shows one other Micro ATX board with dual gigabit NIC and it doesn't have the monitoring chip, SATA 6 Gb/s, DisplayPort, remote management via serial port, nor USB 3.0.

I don't see any prices listed for this board yet but I suspect it is close to or under $100 USD. It is targetted to a very specific type of consumer.

revision:
since its a server board maybe its ok if it make like that since they wont get OCed or put in custom case, but if they give the HSF it would be better

Where do you get this price? I never see sub $100 server boards. Even open boxed super micro 775 socket ones have cost me $127.
