I think removing all the keys in the regedit caused this error

if it would not be too painful, try a fresh reinstall of your OS and then use known-good drivers or the latest ones then install and run the game again... if it does the same thing, then most likely it's hardware related... could be the GPU, could be PSU, or even some other components causing it...
just my thoughts...

power-play and ulps are AMD's power management functions that clock the gpu down when its not under stress full load and its known to break things
to disable power play all you need todo is use some aftermarket overclocking utility to do a 'touch and setup 2d/3d profiles so it "locks" the clock speed at a fixed rate I use Atitraytools http://forums.guru3d.com/showthread.php?t=320467 Install ATT (make sure you check software method to read clocks) and then setup automatic overclocking to your liking for the 2d clocks I would go with 500/1000 for 3d you can use 855/1200 as for ulps you should't need to touch that unless you are getting crashes
