Trouble unlocking shaders on a Diamond 6950 2gb

I apologize if this has already been answered, but after searching the forum I couldn't find anything.

This model here: DIAMOND 6950PE52G Radeon HD 6950 2GB 256-bit GDDR5...

It doesn't have the reference fan, but it does have the BIOS switch, which I took as a sign of being unlockable. I've tried extracting the bios using gpu-z, modding in rbe, and flashing with winflash. I've tried this on both switch settings, but nothing happens.

If this card isn't unlockable, then that is fine. I just want to know if I'm screwing something up or not.
