They appear to be wrong, obviously.

Try other monitoring applications for a 'second opinion'.

Check in your BIOS also, if not its ti,me for a trusty old multimeter but you will need to do some searching where these voltages can be measured

It is software.

It is as accurate as the data it receives from the motherboard.

Since you have an Intel motherboard, give Intel Desktop Utilities a try.

According to the ATX Specification 2.1, Section 4.1.4, Table 6; the 3.3 V has a tolerance of +/- 4%.

Also, ATX Specification 2.3, Section 3.2.1, Table 2, gives Minimum and Maximum voltages

Therefore, at 3.248V, it is within tolerance.

which is likely better, more or less than 3.3v?
what's the 3.3v of that classified3 motherboard of yours?
