Sapphire HD3650 displays artifacts

ATI Radeon Sapphire HD3650 512Mb displays artifacts apparently due to overheating. Can I somehow check the voltage or something else?

What are temps?

Have you tried reseating the cooler with new thermal paste?

Try GPU-Z or HWiNFO to check voltage, though with that card I doubt there is voltage monitoring or adjustment.
