I think your running into a driver issue. The stuttering sounds like drivers. I don't believe ram at 1333mhz will cause stutter, your still getting adequete bandwidth. What drivers are you using?

+1. I was reaching on that.

At this point, Im thinking dude needs to go in to safe mode, use Driver Cleaner Pro and wipe out ALL AMD/ATI drivers, then install the latest ones.

swap our video card several times on that crappy motherboard? the lag may not from your system when u playing bf3, it may be your internet connection. I'd suspect those 2 things.

Just keep putting the card in and out? and I tried playing BF3 Single-Player, and I got the same amount of lag.

did u update punk buster manually? did u try turn on msi afterburn to see your graphic card usage during bf3? also try a command in bf3 to see your graphic card and cpu perform. it starts with something render. perforlayvisible or something that I don't remember. if u think your psu dying, why don't go to a nearest store and take a new psu to test. if not psu, then u can return it to them.

Well my graphics card doesn't only lag in BF3. It lags in all the games I have tried to play including Blacklight Retribution.

What kind of HDD is that? Stuttering could come from anything. 80gb HDD (unless it's a SSD) sounds like a very old HDD to me.

It's time you ran some stability tests like ATTO disk bench, Memtest, Intel Burn test.

It's a pretty old Western Digital SATA drive. I don't have any other HDD's to test, would creating a new partition on my current HDD be worth it?

No. Run the tests I mention above. They are all free on the web.
