AMD & GlobalFoundries to talk about 28-nm FD-SOI
I assume it is AMD talking about this. I looked up the three names and they all have AMD origins or their name occurs on AMD papers.

Can this mean AMD has reversed their decision of going "bulk" on 28-nm. It would be surprising regardless since the similarities between FD-SOI and Bulk is so high.
Blue + Black = 28-nm FD-SOI
Black = 28-nm "Bulk"
