That's normal. it's why the the Clock and Boost have a + on most specifications in websites my EVGA GTX670 FTW stock clock is 1006MHz, Boot of 1084MHz but when playing games it always runs @ between 1215MHz to 1230MHz and highest i have seen is 1241MHz i haven't tweaked nothing

Just to offer a little Advice , if it is Welcome/Required.

A Room mate of Mine a little while back , got a 7970 through one of those sites like you Did. He Leased it I guess, And although it was/Is a Poor option to go with, when He had an issue with Coil Whine, he Contacted them , and they immediately Sent him a new Card, Before he Even Shipped his old one out. They even provided the Box (postage paid). My point is, that You MAY be able to get Support or Return it, because THEY still own the Card, (or the lender). Contact them , at least to be sure , before giving up on that Option. Also , I recommend that you listen to the Previous Replies that recommend that you Just except the Card as it is(a Great Higher end GPU) and be Happy that it's NOT an UNDER performance issue.I mean You ARE trying to Essentially Trying to OC a GPU that ISN'T Your (YET).

I Wish I had a 670.
Just Not @ that Price. It was $330 a little while back on NE. (Not OC Though)

I have the same card and tried your settings but vantage fails on first test,so...epic fail core or mby drivers isue? I hqve the latest nvidia drivers
