bandwidth regulator

hey i know there are penty of bandwith monitor tools out there, has anyone came acroos one what would let you regulate the upload and download speed of different programs running on your pc?

ie; im running p2p and downloading, i set my upload bandwidth to say 20kbps but in reality it uses more like 30kbps as it uses upload bandwitdh when downloading which doesnt count towards the upload speed i have set, im looking for a tool that will let me upload and download limits for different programs if theres one available.

Net limiter is what you need.
