This is quite odd. Maybe just try to blind flash it to a 5850 reference model.

The pcb is exactly the same as the 5850, all transitors are the same.

I think IamEzio is right, the HIS AMD reference model of HD 5850 looks the same as EvoMaster850's HD 5850 OEM. I guess someone tried to change the card's ID or something like that and put a HD 4890 VGA cooler on it (look, just one row of video memory is cooled via the VGA cooler). Perhaps what EvoMaster85 can try is flashing the card with an AMD HD 5850 reference bios. Or of course return the card and get the money back if you can.

I would start here and flash one at a time to see which one works the best

Im going to flash it, cause send it back to get the money back is more expensive that getting a new one, wish me luck then.

The HD4890 cooler has a another thermal pad for the memory as you can see here , so it should cover the other four memory chips as well

Oh, I see now you post a clearer photo of the card I see the second row memory should also be cooled via the VGA cooler. And after rechecking I see the original photo that EvoMaster85 has uploaded here didn't include the whole VGA cooler, it's a little cut off. Thanks for the clarification! It seems that the HD4890 VGA cooler is backwards compatible with HD 5850.

Anyway, how about comparing the current bios' from the mentioned HD 5850 'OEM' specs like voltages, power-states, clock/mem speeds etc. with an AMD HD 5850 reference model's bios? How different is that from the HD 6850 (as seen via GPU-Z earlier in this thread)? If everything is the same as the reference HD5850 then only the card's ID has been changed, right?

Perhaps the HDMI port is defective? Otherwise try with a DVI-to-HDMI adapter and see if you can get it to work now.

EDIT

I am told that you may need to use the HDMI port on the TV that's for 'PC mode' (most LCD TVs which have multi HDMI ports do separate into 'PC mode' HDMI and 'regular' HDMI ports), so if you have 2 HDMI port try to use the other port and see if it works.

HDMI is a standard , it doesn't metter if you connect a PC or a Blu ray player , it should work without a problem , PC mode enable just improved performance with a PC ..

no he does not have a 4870/4890 and i dont think the 0930 is when it was produced.
the back of his card looks identical to my 5850 except the label placement and the extra fan input, plus other various switches that are filled in. The most important part is that the GPU part is identical to mine.

With the 0930, I looked at the hi res pic that TPU has for the 5870 launch and it has 1125 ENG on it, which would mean 25th week of 2011.
