Club-3d 9600xt fan control

Hi all!

I'm new on this forum and my english is not so good but I hope you can help me.
I have ASUS A7N8X-E Deluxe and the video card is a Club-3d radeon 9600xt. The GPU temperature is about 34 Celsius degree and the environment temperature is 31 Celsius degree. I use ATITools 0.23 and I tried also with ATItraytools and the same parameters. But I can't control the fan speed even if I adjusted manually to 0%. The fan is running at the maximum speed all the time.
Can somebody tell me if my card is able to control the fan speed.
