Windows XP Not Remembering

Hey, I just had to reinstall windows from my hard drive (computer randomly does something wrong every time I mess with it, so I got tired of it and did everything over) but this time, everything microsoft just uses default stuff, nothing remembers. I try to change the homepage, it keeps it on msn.com, I try to stop MSN messenger from starting when windows starts up, it starts every time but it does remember that I told it not to reconnect when it detects internet connection so what the hell is wrong? The only thing I can think of is maybe I made a mistake deleting the registry for "compress old files" on disk cleanup. Would that do it? I uninstalled MSN messenger and use Firefox now, but I don't believe this.
