driver help and hdd

im having a little trouble installing my drives (i got my replacmet) is say i need to be on admin..but not sure how to change it...i cant get into controle pannel

also ine of my hdd wint get picked up...could it be deadd..i checked if it was correctly pluged in a number of times and still cant find it
