Yes, technically any clock can be changed. For example an emulator for my gmini 400 actually has the option to overclock the processor in it.
If it can't be done via software you can always swap crystals and the likes. |

ive seen people overclock the psp im not sure why tho as the software is made to work perfect with the stock clocks

After upgrading old thick PSP's firmware (never had a psp, so i dont know from which to which version), processor's speed increases from 222MHZ to 333MHz.
