New Rig Advice and Help needed With OC

Guys i got my brand new rig up and running

PSU Corsair ATX 750W 24P CMPSU-750TXEU
MOBO Gigabyte GA-EX38-DS4 X38 Sockel 775(Flashed newest bios into it)
CPU E8400 With Swiftech Watercooling
Memory 2x1GB Crappy Corsair PC6400
Graphics Zotac Geforce 9800 GX2

So i did not changed anything in bios yet,i just runned a Full OCCT Test to see if everything is okay at stock
I used real temp to watch temptures so would like to know if temps are normal with Watercooling

Full load temptures core0 = 39
Full load temptures core1 = 45

So guys because i think my memory is holding me back how can i find a fast/easy way to find the max my cpu can handle any advice is welcome

Anyone able to help a bit,and also can explain if its normal that one core get hotter then the other one?
