System Specs

Show 3D View's fuzzy cube stutters

I had an Antec 500 True Power PSU that I traded up for a PC Power and Cooling 510 SLI after the transfer the Show 3d View, Fuzzy Cube now stutters. I have neither artifacts nor any other problems except that cube. When I Scan For Artifacts I find none. Is this a problem on my end or is there something up with ATI TOOL with PC Power and Cooling? I know, I know it doesn't make sense but it is what it is.

The rails are all stable within 1% tolerance with very little fluctuation. However, the processor went from a 1.40V with Antec True power to 1.48V with the 510 SLI and stable at that voltage.

Voltage with the Antec 500 True Power (mod version)
3.3V = 3.24
5V = 5.1V
12V = 12.44V
Vcore 1.40 fluxes to 1.32

Voltage with the PC Power and Cooling 510 SLI
3.3V = 3.312V
5V = 5.145V
12V = 12.249V
Vcore 1.48V

Side note
Temps on the CPU has rose rfom 32C to 40C with the 510 SLI. Which makes sense but I wonder if the video card voltage also increased because the temps rose from 32C to 37C. I have no tool or program that will tell me the voltage used for the video card. I do know it uses the 12V, 3.3V and 5V rails but that's all I know. Any help would be appriecated.
