What were you doing when it failed? Is this a new card? If so how long have you had it? Does someone have a spare card you could borrow and test out in your computer?

Are you getting this error message when the rig first turns on, like the error is coming from the BIOS. Or is it when windows tries to start? You could try a new BIOS on the video card or your motherboard (or both). Could be Windows acting up as well, maybe a Windows reinstall would help? I know it's a pain

If you have a weak power supply that could be causing it. If I think I'm understanding you correctly this is occuring during the POST process, so it cant really be windows. Try updating the BIOS on your motherboard; what kind of motherboard do you have? Try reseting CMOS; either by changing jumper settings or removing the CMOS battery for a few minutes. Unless you just want an excuse to buy a new card try these things first. In addition, I imagine you would get a better card than the X700 if you replace it in which case you will need a more powerfull PSU. You could just order a new more powerfull PSU and see if that fixes your problem then you wouldn't have to buy a new card right away, and you would be ready for your next upgrade.
