I can see people getting 4 - 6 of these things and putting them in stacks for "the ultimate OC on air"!
You could use these on hard drives and graphics cards as well...
I want one too!

moving air / wind at high speed makes noise
that device just ionises air and gets moved

Yes just what i was thinking... Just works like a Ionic Breeze does. We have the large one here all though they don't make all that much cool air though.

considering its being developed to be in direct(or near direct) contact with electronics including laptops, I think our PC's would be safe. I'd get a few if they are cheap enough, no moving parts=extremely quiet
