file \1386\i-intl.nls could not be loaded

My system is freezing on winxp setup but sometimes when it doesnt freeze it gives me this error message "file \1386\i-intl.nls could not be loaded. This is error code 2." Any ideas?

System Specs

If this is when you're installing XP, could be a damaged disk perhaps?

no tried 2 different cds, a different cdrom drive and nothing worked
