A Question for DDR2 - Vref and clk

Can we use the same voltage on both of Vref and CK(CLK) pin? As I know the Vref should be use 0.9V (half of Vdd 1.8V), If CK(CLK) pin use the same signal as Vref (always keep on high for 0.9V), but #CK(#CLK) still use the hihg/low signal. Is the device fuction still work or not? Have any possible the device will fault due to the Vref and CLK use the same voltage? what's effect on device? data out put delay or failing. low yiled or damaged device? Thanks,
