There is an image. Non of the clock values relate to the 3d clocks. The voltages are incorrect and there is no 3d 'state' listed.

Only for the image, it seems to be "Clock info 03" for 3D. It's the classic 3D clock for 4xxx Radeon's. If you didn't modified any value, i'ts perhaps an factory overclocked 4770 to 800 core, and standard 850 memory (3400 DDR5).
The "- - -" in voltages, is the standard automatic setting, and the dropdown list is correctly showing 1.00V and 1.05 V, as RV740 is a 40nm piece. I'm gessing but if 1.000 and 1.050 are the max settings, it default's in 1.000V and the 1.050V setting is the max (better for overclocking).
Also gessing again, but if it's 1.000V for 800 MHz, this RV740 could increase to (more than) 900 MHz....

Ok so this is a bit odd. I flashed the clocks to the box you said. It DOES keep the clocks, but they are still recognised as non stock. Even GPU-Z picks up the original stock clocks.

As a side note that is an image of the Asus TOP bios that extends the CCC to 1000/1200.

All HD 4770 cards have a programmable voltage regulator which can be taken from 0.9 to 1.3v in tiny steps (0.02v I think). Any value I have tried has seemed to take.

My card will do 960mhz at 1.16v

No, I was right.

Changing the clock value means CCC and GPUz detect that clock. However the sensors tab in GPU-z show the stock clocks and the 3dmark score indicates those are the real clocks too.

I think something is not quite right and infact you cant change the frequency in any application after modifying the bios.

So please can this be looked into? Can I help in any way?

960/1100 is the bios setting.

800/850 is the stock for this bios and when I run a test is what the score matches.

Ok so just editing the clocks alone they still do not set properly. GPU-Z front page reads bios clocks but they are still actually stock.

Seems to be a driver related problem and no BIOS related. The powerplay clocks are not functioning, and the card constantly show the "standard clocks". Try flashing the BIOS, uninstalling drivers, driversweeper, and then reinstall drivers...

Ok lets get this straight. The bios as far as I edited it had NO mention of the stock 850/800 clocks. NO POWER SETTING has these clocks listed. Also they remain at this and once edited will not allow the GPU to be overclocked at all on all of the following OSs:

XP
Vista
7

(clean installs of all 3 once the bios has been applied)

Along with that the fan control is greyed out and I don't think its unreasonable to suggest that RBE does not support the RV740 chip. Clock settings are simply not changed and it breaks overclocking completely.

Can you change the fan speed within CCC? I have a bad feeling about it since the hd4770 has a 2 wire fan and those type of fans doesn't have any control. Can you post your bios ? Then BAGZZlash can take a look on it why the 3D clocks are'nt working.

Don't really need to since all the ones in the techpowerup library don't work along with the Asus TOP version found here:

All report a rubbish boot voltage (Ive tried a few and none set the clocks properly).

Manual fan control works in ccc with the 4770, it's not just decoration there.

Good news everyone:
Today I found the time to look into the 4770 fan control issue and fixed it. I uploaded RBE v1.21 to W1zzard so it will be online within the next two days.
A separate announcement will be done as usual.

That is what I am thinking. Probably best to run RBE in a system with absolutely no drivers.
Then after installing a fresh BIOS install a fresh driver.

I tried to edit voltages with RBE 1.21: no way!
they are not applied! hope that a future revision will add this feature...
