Aftermarket isn't in Intel's mind when they decide on a stock HSF and wattage limits.

I think this is a decent explanation of the Power 6 cooling Ford, although not 100% sure on the source judge it for yourself

Water-cooled. Heh, yeah, that's why they can have 165w TDP processors. All us people that don't have $100,000+ budgets for a computer are going to have to get by with 130w.
