I have to set up a 8x1080p monitor set up with HDMI connectors

All monitors must be able to show a independent desktop,
This is for monitoring statistics and would not require any more graphical acceleration then a windows desktop, no 3D, no Gaming, no fancy S**T.

I was looking at several options,

Option one : 1150 Intel board with a i3 or i5, 8-16GB ram, have it have 3 PCI-E 16x slots with low-mid range ATI/AMD cards each outputting 3 desktops each since it requires no 3D accelerations,

The questions i have about this build :
- How many independent desktops can i output with DVI -> HDMI convertors and the HDMI plug itself can i pull off the avarage AMD/Nvidia card,
- What would be the recommended card for this ?
- Can i use the onboard video from the Intel HD graphics to pull an extra monitor or two ?

The other option was to use a Displaylink based USB to HDMI plug with a powered usb 3,0 hub and use the onboard video from for the last display.

the question is, are those trustworthy ?

It was the first thing i examined, but at 1700€ a card. its cheaper to put a motherboard with 3 pci-e 16x and 3 cards.

Well, there's the NVS 510, you can buy 2 of, which support 4 monitors each. I'm under the assumption you're a professional.
You may need to state what your budget is, so I can stop recommending professional cards that are designed for this very purpose if you're not financially able.

Budget option:

2 x MSI R7770-2PMD1GD5/OC
+ shitload of adapters

This is the sort of thing DisplayPort was made for. You can daisy chain displays using DP...

Unfortunately, you probably already have the monitors, and need a card to hook up to them.

Maybe look at selling your monitors to get some daisy chain capable DP monitors and a single powerful card that will support your needs?

^ This stuff, the eyefinity 6 cards.

We have 12 screens in our NOC (Network Operations Center) setup to monitor our product, systems, and user experience. We currently run 8 55" NEC screens off of 2 Visiontek 7870 EYE6 editions

You can crossfire them and they use the 7870GHZ edition gpu so they are decently powerful enough. Not sure if we're talking 8K gaming capable, but we've done 4K gaming when the boss isn't looking lol. Hydravision allows each to have its own desktop if necessary or you can merge them into one large screen with eyefinity.

We have 4 smaller 1080p screens on the opposite wall that run off of the card TRWOV linked. That one is fine for more browser based monitors but struggles a bit on gpu intensive graphs on all 4 screens. Though we were able to run 16 browsers running flash based monitors on it without an issue, the i5-4670S cpu plays a role in that, make sure you have a decent one running the setup we also have 8GB ram per, 16GB would be better.
