Here are the devices I want to run;

Nvidia Titan X 3.0 16x
Intel 750 400Gb SSD PCIe 3.0 4x
LSi 9266-4i -> 4 SSDs -> 1TB SSDs PCIe 2.0 4x card
10 Gbe port HP PCIe 2.0 8x card

The whole idea behind the setup, is eliminating bottlenecks for data movement, to assist with recording data flush to a server offsite. I am debating a 5820 or HEDT variant or Skylake...I am just not sure I'll get the lanes I need for this with Skylake. Thoughts?

To get the full use of all your things, I think you need a bigger CPU since the I7-5820K only has 24 lanes while I7-5930K has 40.

Well that Titan X can do 8x and lose only like, 2 fps.

that Intel 750 PCIe SSD can it be run in a faster slot? Sorry just curious, back on topic..

It can, and it is. I am kinda trying to have my cake and eat it to with this. And I think the conclusion is the only way to do so, would be to use a X99 board. And I honestly don't care enough for that, atleast right now. I am on a Broadwell chip, so I wait

Broadwell provides 16 PCI-E 3.0 lanes, and any others come from a chip on the board. In order to get your full speeds on all hardware, you're going to need a 5820K on an X99 board. Even with the GPU running at x8, you'll still need 24 lanes, so you'd be pulling 8 from the switch on the motherboard if you continued on Z97.

What you want to do would take up all of my PCI-E resources on my 3820 and P9X79 Deluxe. You would need a CPU with 40 PCI-E lanes to drive everything at full speed. If a 5930k is too expensive, a E5 quad-core Xeon for 380 USD would give you higher clocks, all 40 lanes, and ECC support if that's important to you. However, you'll need either skt2011 or skt2011-3 to do the PCI-E configuration you suggest. If it were one card less, you could pull it off on Broadwell with a minimal of issues however you would need to ditch one of the cards and reduce the Titan to 8x.

For me, this is a reason to invest in 2011(-3).

I'd get a 5820k+X99 board or a Skylake board with a PLX chip, it's unlikely you would need to use all the lanes simultaneously so a PLX chip would basically switch the bandwidth where it is needed.

Would've been another story if you saturated all the links simultaneously which doesn't seem to be the case here.

PLX 2011-3 motherboards aren't exactly cheap (or common). Getting a quad-core Xeon might be cheaper and easier to find than a PLX ready board. Might be worth it if the OP wants ECC one day as well. I think a 3.7Ghz, 3.8Ghz Boost Xeon would be plenty powerful. IIRC, Xeon will go up to 4 bins on turbo, so like my 3820, it might do 4.2Ghz on boost alone which is enough.

With that said, 4.3Ghz on my 3820 as it stands right now is more than enough for just about everything and I'm sure some improvements have been made since then.

Personally, I'm ticked off that Intel didn't offer a non-cut down quad core i7 for 2011-3, like they have for 2011. I thought that the 3820 and 4820k filled a spot that is very important and now your option is with a Xeon that you can't overclock very far instead. Not to say it's a bad option though, a quad will suit most people's needs.

You know I am actually strongly considering a Xeon for stability(ECC ram) etc..

Quads on Haswell-EP are hard to come by however, this is probably the best option being at about 380 USD for the CPU.

This is basically the Haswell-EP version of my 3820 in Xeon form (more or less.) If Xeons in fact will take 4 bins on the boost multiplier, then this is probably an awesome option.

Since theres only 1 X99 board so far that has a PLX chip, the Asus X99WS that I know off and with a beefy pricetag, I still think its better to step up to the I7-5930K.

4790k is alot of power as is. Thinking of waiting getting a skylake hedt chip with the lanes to support it next year instead
