So I am going to buy a new PSU after this week, and my possible choices are:
*CM V650/S
*CX600
*M12II 620
*S12II ""
*VS650
*RM650

I am looking for (in order of priority)
*full black cable (only well-sleeved ATX 24pin is acceptable)
*durability
*excellent volt regulation
*hold-up time
*aesthetic (box only)
*least inrush current
*efficiency

so which would be intersecting most of my criteria?

But I heard it has bad volt regulation and much ripple in the 12V. I may be wrong so would you tell me why it is "hands down"?

i didnt see it in the list, but I'd like to recommend the EVGA 650/750 PSU's. I bought this little baby on newegg not long ago, and Aside from a PROPER +12v rail, good cables, full modular,Gold rating,AND 7 year F'ing warranty, it is a good looking PSU. Check 'em out if your not Dead set on ONLY the ones listed above in the op.oh, and the 650 is Under $100usd. with a rebate too.

But.... There's no EVGA product available here, that's why it's not listed :(

Do you guys have any other suggestions under $100 besides these, from Seasonic, Cooler Master, Corsair or Thermaltake (these are all the PSU brands available here)?

you cant get full modular 500W+ psu for under 100$
full modularity is "extra" to high class psu gold or higher sertified (with few silver exceptions) where prices are quite away from 100$.
modularity in budget psus is charged additionaly and lower the price of psu is more you have to pay for modularity.
since psu is most improtent part of your pc i think you should concentrate on quality of psu and then to think about color of the cables and modularity.
regarding to this first pick from above list should be M12II then S12II but only if it is single rail variant then everything else (may be CM V650 as 3rd since it 750w version has highest review score from non seasonic psus). you can use this to identify by model number which S12II is single and which multiy rail.

I'd go for one of the Gold PSUs, preferably the V650 or if not available the RM650. The only problem with the RM650 is the hold-up time. But frankly, IMO, all computers should be on a "good" UPS with AVR anyway - especially if you are concerned with grid stability.

While CM has not always had the best reputation, they have had some significant turnaround products in recent years. The V650 is Gold certified for better efficiency at all expected load levels compared to both SeaSonics, or the CX corsair which are only Bronze.

The CM V650 uses all Japanese solid caps, and has a nice 5 year warranty and was tested by HardForum to meet Gold requirements at 45°C which is very good . I cannot find a review that tested hold-up time but they point out on Newegg it is greater than 17ms, which actually exceeds the requirement of >16ms.

The Corsair VS 650 does not appear to be 80-PLUS certified at all. Now 80-PLUS certification does not guarantee quality, but it does suggest at least 80% efficiency across the full spectrum of expected loads. When a supply does not advertise 80-PLUS certification, but only says something like "'up to' 85% efficiency", that typically suggests a bell-shaped efficiency curve where it only achieves that decent efficiency at one load level. But of course, computer loads are constantly changing and are not fixed at one level.

So let's see, these are my narrowed down list:
M12II
RM650
V650S

Two of them don't have full black cables except Seasonic, so I was thinking, whether I should go for few custom cables or re-sleeve each wire myself, if I am to go for either of two.

Do think about how much you will be gazing into and admiring the inside of your case. I certainly believe to present a professional appearance the case interior should be sparkling clean and tidy with good cable management. Beyond that, aesthetics do nothing for performance or cooling, and certainly nothing to do with what is happening on your monitors. At this point, your case should sit discreetly and quietly off to the side and NOT draw attention to itself.

Arguably, the PSU is the most critical component in your computer when it comes to ensuring reliable, stable performance. I think you should be looking at feeding the best fuel to your components at this point. From a technical standpoint, color coded wires are a plus, not a minus. How they are then routed and tied back (cable management) then reflects on the skills of the assembler!

I am not saying a nice looking interior is not important - I am just saying when it comes to power supplies, it is the quality of the output voltages that matters most - especially when what is happening on your monitors is where the vast majority of your (and your guests') focus will be.

If peche and I both agree on the same thing, in this case, the V650S, then clearly this is the one to get! ;)

The reviews I have read indicate the V650s is a solid unit. If it meets your other criteria, go for it!

Why is it a big deal if the wires are not black? In all likelihood, black ribbon will make it even harder for you because many PSUs with black wires have extremely stiff cables. And really, both of them look just as bad compared to a properly MDPC/paracord sleeved PSU. The M12II and V650S both seem to be good PSUs, but are in different market segments; if you want to save money, go with the M12II. If you want Gold, go with the V650S.

Volt reg is not tip top because the M12II is old. It's a very old platform but still more reliable than stuff like the CX600.

I do have an itch towards rainbow cables, but as things are going, I may need to tolerate that itch until I'm used with it. May go for custom sleeving in future.
