Windows 10 is not working even in safe mode

Hi All!
Over the past few days the start menu was not working properly and after trying to fiddle with that for a few days, i decided to reinstall windows 10. The problem with this now is that it boots up properly, but all i get is:


And the only buttons i have are "Networks" and "Ease of access" in the bottom right. Nothing else. The current build i have for W10 is 10240

If anyone could give me some insight on how to fix this i would be forever grateful!

Ps. Safe mode works but i want to be able to run it outside of safe mode without it looking like the picture above.

Does your mouse pointer show up?
Is your keyboard operational at this point?

If you are using usb devices, make sure to use USB 2.0 ports and you might need to have the usb legacy devices enabled in the bios.

If your mouse pointer is there, try clicking on the bottom of that screen.

Disconnect a few things. Maybe the sound card or GPU is causing it to hang

Im no expert by any means, and did have W10 installed for about 28 days but went back to W7...

Anyways did you get the free upgrade, and if so, did you wait till you were prompted that the install was AOK to install?

I ran into issues come launch day as everyone I knew got the update to install but not for me.

It turned out it was a LAN issue driver that delayed the prompt so with out knowing I just downloaded the copy from M$ and wouldn't ya know it I had no internet.

Maybe your copy isnt ready yet?

All my equipment works, mouse pointer and everything, the problem is that there's no other buttons except for the two I described. I tried to click at the bottom of the screen etc etc.
It was a free upgrade and I have had w10 for a while now. It was just when I tried to reinstall it the OS virtually broke.

Maybe your File Explorer is screwed. Some people had similar problems. The best thing is fresh install or you can run repair command from bootable media.
