Yes it can and it is better to do it. I have all needed BIOSes but I need information about the max. core/memory overclock and the board layout.

Read that: http://www.techarp.com/showarticle.aspx?artno=92&pgno=0 and tell me what exactly card do you have (9800PRO board or 9800XT board) in order to recommend proper BIOS.
Also what is the memory (Hynix or Samsung)?

ok thanks for the help here is the info looks like i have this card here.

Radeon 9800 Pro with R360 core, Hynix memory, 9800 Pro PCB

This card is moddable using 'modded' BIOS images for 128MB cards using Hynix memory.

memory chip is as follows: hynix HY5DU283222A F-28 419A W7CD7191KQ

as for the max. core/memory overclock ima have to change the heatsink/fan any ones for suggestion?

It is must to change it and I will recommend ATI Silencer 1 (it should be very cheap). Soon I will attach 9800XT 128MB BIOS for your card.

Here you are 9800XT 128MB BIOS from Sapphire which should work finr for you. Flash it in DOS mode using flashrom or atiflash.

    The command line for both:

    flashrom -f -p 0 9800XT.bin

    or

    atiflash -f -p 0 9800XT.bin

I will include the same XT BIOS but with reduced clocks until you change the cooler. Flash it and test at the same clocks (there should be difference of about 200-300 points in 3DMark03). The BIOS will be 9800XT1.bin.

After the flash you need to reinstall the drivers.
