my questions
i have a ASUS A9550 GE/TD

I want to put 'Arctic Cooling VGA Silencers on my ASUS A9550 GE/TD ,is it impossible?

I was able to fit a ATI SLINCER 2 to my 9550XT only because it was based on the 9600XT design (same PCB but different core). So if your card is built on a 9600XT board like mine then you are able to use a Silencer.
