I am going to upgrade form a 40GB ATA 100 to a 80GB ATA 133, will there be a big difference between performance? I also heard that all ATA cables are the same unless you're using a Serial ATA cable. What does that mean? (ITS STILL AN IDE CABLE BUT IT SAYS SERIAL ATA ON IT)

Actually there are 2 cables, 40 and 80 pins. Just make sure it's an 80 pin cable and you're fine.

As for the SATA cable being the same, google a picture of both.
