But god please no... not those 40mm fans... If you really want to put a small fan in use a centrifugal blower type, the smaller axial ones are really noisy and crap. Even 80mm is too small.

I tried a thermal pad with a large heatsink strapped to the back of a video card before. Didn't notice a lick of difference in load temps.

The GPU die (or in this case CPU die) is what generates the heat and the heatsink takes care of that. It's squished right against it with thermal paste after all. Reducing the extra heat that emanates out to the surrounding areas like the rear of the PCB won't help cool the core itself,

They could make a cpu die 10 times as big, move all the pads out to the inactive area area of the silicon, then you could press heaksinks to both sides of the active area, assuming the motherboard has the appropriate hole ... but the way it is now, not so much. Just freeze it from the available side.
